Consideration will also be given to current Army employees with personal competitive status. This is a Planned Management Action, no true vacancy exists. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) formulating, executing, and monitoring complex budgets involving multiple funding streams; 2) evaluating organizational metrics and conducting studies to design improved administrative policies or procedures; AND 3) advising management on complex operational support functions, including personnel, procurement, and training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Accountability Customer Service Decisiveness Flexibility Interpersonal Skills Problem Solving Resilience Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Plans, organizes, and supervises the administrative activities for a major multi-purpose hydropower project.
Plans and performs management and organizational studies to determine long-range requirements and optimal utilization.
Responsible for personnel management, financial resources management, procurement, records management, property management, warehousing, employee timekeeping, etc.
Conducts comprehensive analytical and evaluative studies and analysis of administrative programs, such as budget operations, administrative support functions and organizational management issues.
Provides guidance on personnel matters, varied pay systems, labor/union and EEO issues, employee grievances, and coordinates project-wide training.
Manages Project's financial resources, current year programs, budget requirements, funding adjustments, etc.
Exercises full technical supervision over a staff of general schedule and wage grade employees.
