Qualification requirements emphasis is on quality of experience, not necessarily the length of time. The Screen-out Element for this position is: ABILITY TO LEAD OR SUPERVISE: (1) Planning the use of manpower, equipment, facilities, materials, and other resources to accomplish work operations planned on a daily, weekly, and quarterly basis; (2) Establishing priorities, deadlines, and task sequencing to plan the work assignments of artisans based on schedules and applying various resources to meet all due dates; (3) Assigning work to artisans to explain the more technical aspects of the work and instructing employees with difficult or unusual tasks, as well as observing work in progress to ensure timely completion and verifying the quality going into the product; (4) Working to resolve or prevent problems with processes, materials, or equipment within the shop along with looking for cost overruns, incorrect workload standards, and training/ support deficiencies; (5) Maintaining administrative records of individuals to include time and attendance, leave schedules, labor attestations, approving/ disapproving leave, and ensuring artisans receive training in proper work methods, use of equipment, and shop practices; and (6) Setting performance standards to be met by subordinates and making formal appraisals of their work performance via applicable performance systems and applications, to include probationary employee progress reports. You will assign work to artisans through subordinate leaders indicating methods and equipment to be used. You will track and monitor all work with in assigned areas, looking for cost overruns, inefficiency, incorrect workload standards, training, deficiencies, support deficiencies, etc. You will take steps to resolve problems by determining the cause, finding solutions and taking corrective action. You will observe work in progress to assure on time completion and verify the quality going into the product. You will maintain administrative records for employees to include time and attendance, man hours expended and labor attestations. You will participate in the hiring or promotion process of candidates by serving as a rating panel member or serving as an EEO representative.
