Foreign Affairs Officer - Department of State - Agency Wide

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing defense trade policy, coordinating with U.S. and foreign government counterparts and private industry to ensure ITAR compliance. Experience drafting Congressional reports, policy memos, speeches, and/or testimony for senior officials on defense trade policy. Experience managing political-military issues and special projects in support of defense trade policy objectives across interagency and international stakeholders. Issue authoritative interpretations of regulations and directs compliance with the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), the Arms Export Control Act (AECA), and Export Administration Act (EAA). Represents the U.S. government in international negotiations within the export control regimes to support the implementation of the regimes. Drafts publication and implementation of regulatory changes to the ITAR and independently reviews regulatory changes made by other agencies. Develops and implements U.S. policies on defense Trade. Provide recommendations to management based on analysis of data associated with the development and implementation of U.S. export control policy. Liaison with governmental and non-governmental communities to explain U.S. policies related to defense trade controls.
