Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Review and analyze existing and proposed legislation and regulations to determine their impact on HR programs; collect and evaluate complex data to identify critical issues, trends, and formulate recommendations for senior staff. Utilize assessment techniques and customer feedback to evaluate the effectiveness, quality, and timeliness of new and existing personnel systems, and provide comprehensive reports with recommendations for improvement. You will serve as a Human Resources Specialist (Policy) and be responsible for designing, developing, implementing, and assessing new and innovative customer-focused HR programs, policies, and initiatives across a wide range of functional areas including Employee Relations, Work Schedules, Telework, Drug Testing, and Performance Management. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Design, develop, implement, and assess new and innovative customer-focused HR programs, policies, and initiatives across a wide range of functional areas (e.g., Employee Relations, Work Schedules, Telework, Drug Testing, Performance Management). Review and analyze existing and proposed legislation and regulations to determine their impact on HR programs; collect and evaluate complex data to identify critical issues, trends, and formulate recommendations for senior staff. Utilize assessment techniques and customer feedback to evaluate the effectiveness, quality, and timeliness of new and existing personnel systems, and provide comprehensive reports with recommendations for improvement. Provide expert technical advice and interpretation on new programs and proposed legislation to senior specialists, management, and the broader civilian personnel community. Prepare and present senior management briefings, decision papers, reports, and assessments on complex and sensitive issues to gain approval and "buy-in" from top management for new programs. Present and defend controversial recommendations to higher-level officials and effectively market and "sell" new or substantially changed programs to a wide range of customers and stakeholders to overcome resistance to change.
