SUPV Contract Specialist - U.S. Coast Guard

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Directly related experience must have involved applying contracting principles, laws, regulations and procedures sufficient to plan, develop, implement, and maintain all aspects Applying contracting principles, laws, regulations and procedures sufficient to plan, develop, implement, and maintain all aspects of one or more major systems contracts; applying knowledge of a procurement functional area sufficient to provide expert technical leadership, staff coordination, and consultation; formulating guidelines, implementing new developments, and providing policy interpretation; performing in-depth evaluations of the financial and technical capabilities, or the performance, of the contractor anticipating problems and providing advice to project personnel on effective implementation and time frames required. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: 1. Knowledge of contracting and acquisition principles, laws, statutes, Executive Orders, regulations and procedures. 2. Knowledge of cost/price analysis and contract types, methods, and techniques for complex supply and service contracts. 3. Knowledge of negotiation techniques to conduct contract negotiations. 4. Ability to communicate orally. NOTE: Education cannot be substituted for experience at this grade level. You will serve as a Supervisory Contract Specialist responsible for supporting the Assistant Commandant for Command, Control, Communications, Computers, Cyber and Intelligence Systems (C5I). The Incumbent will serve as the Division Chief/Contracting Officer with complete responsibility to plan and execute all contractual actions for the Division. Typical work assignments include: The incumbent serves as the C5I-C3 Division Chief, and as a senior advisor, consultant, and liaison to top management officials, policy makers, and non-governmental organizations and institutions on challenging, new developments in contracting/procurement initiatives which are Coast Guard-wide in scope. Under the direction of the C5I Chief of the Contracting Office (COCO), the incumbent is responsible for acquisitions involving diverse areas such as major acquisitions, state-of-the-art systems and subsystems, engineering and technical support services. The incumbent supports the C5I contracting and procurement mission by primarily managing the contractual requirements process for C5I-C3, assisting in the development of acquisition strategies, developing the solicitation and contract award documentation, contract administration and closeout. The incumbent manages and supervises the procurement functions for the three Branches within the Division; provides mentorship, leadership and supervision to the immediate Division staff. The incumbent performs all functions required to manage all aspects of the C5I-C3 Service Center contracting office, which includes the award and administration of contracts valued at greater than $1B; is involved in all aspects of the acquisition process from acquisition strategy development, acquisition planning, solicitation preparation and issuance, proposal evaluation, contract award and administration; performs business and administrative oversight to include: policy compliance; and solicitation/contract quality assurance.
