To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Qualitative and Quantitative Methodology - experience with a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness. Boat Forces Administration - knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of Boat Forces units and programs. Contract Management - experience evaluating contract performance and ensuring the contractor is performing in accordance with the Statement of Work (SOW). You will serve as a Boat Forces Admin & Program Coordinator and be responsible for the study and analysis of new and existing Coast Guard boats, boat systems, and boat equipment along with support infrastructure, maintenance planning, logistics support, and supporting technical information. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Leading Integrated Product Teams (IPT) in the development of the various requirements documents applicable to the acquisition and procurement of assets in the recapitalization of the fleet. Writing and updating Boat Operator's Handbooks (BOH) as new boat classes are acquired, or major changes occur. Serving as Contracting Officers Representative (COR) responsible for the development, oversight, control, and evaluation of contracts utilized to procure services and supplies in support of CG-731's mission. Interfacing with higher contracting authority staff to establish and maintain open lines of communication for collecting, organizing, analyzing, simulating, and two-way exchange of pertinent contract-related guidance/data information. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within two years of entry into the position.
