Description

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing a wide range of recruitment, staffing, and placement services, including: Managing projects, resources, and technical performance; Ability to effectively and persuasively communicate both orally, and in written formats; Research, analyze, and apply human resources management concepts, laws, policies, practices, and analytical methods; Provide strategic recommendations, innovative solutions, and alternative courses of action over a variety of staffing/recruiting/placement functions. Experience in assisting classifying general schedule and federal wage system positions to apply a wide range of classification and position management regulations, precedents and procedures. Ability to utilize OPM qualification standards to review resumes and pre-qualify applicants for positions. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will advise management on recruitment strategies, sources and use of special programs. You will provide recruitment and placement services for dynamic organizations with diverse, hard-to-fill professional, technical, administrative (GS) and blue collar/Federal Wage System (FWS) positions. You will advise managers, employees and applicants regarding required qualifications requirements; application, rating, interview and selection processes and ensure selectees meet qualification, time in grade and time after competitive requirements. You will provide recruitment, staffing and placement functions such as: preparing and reviewing Requests for Personnel Actions; preparing responses to inquiries, and providing strategic advisory on various methods to fill positions. You will analyze and provide guidance on special program requirements, such as testing designated positions, Key/Emergency Essential, DAWIA, and other preemployment contingencies, such as suitability, physicals, and security clearance requirements. You will conduct analyses and determine the most efficient methods to fill vacancies and meet human resources needs for organizations serviced. You will collaborate with staff and OCHR counterparts to discuss significant staffing issues, develop innovative staffing solutions and alternative courses of action while ensuring compliance with merit system principles and practices. You will develop and recommend adoption of appropriate activity personnel policies and procedures to ensure that staffing policies/practices are sound and in compliance with DON staffing policies. You will provide advisory classification services and position management support. You will provide assistance to developmental specialists and HR assistants on complex problems that may require interpretation of laws, regulations and policies, or to develop alternative solutions to help management achieve objectives and goals.
