Program Specialist-Fleet Operations - Veterans Health Administration

This position includes Selective Placement Factors (SPF). SPF's are a prerequisite to appointment and represent minimum requirements for the position. Selective Placement Factors (SPF): Possess experience in developing, managing, and overseeing fleet programs and operations that includes scheduling, acquisition forecasting, budget formulation and execution. -AND- To qualify for this position at the GS-11 level, you must meet the following qualification requirements: SPECIALIZED EXPERIENCE: Possess one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes: Managing and operating a complex fleet of motor vehicles ranging from subcompact sedans and hybrids to heavy trucks, buses, para-transit vehicles, and special purpose vehicles; tracking operational costs like fuel and repairs; tracking and optimizing a vehicle from initial acquisition to final disposal; monitoring the budget and cost tracking, compliance oversight, long-term planning, safety and risk mitigation, utilization optimization; administering contracts and utilizing a variety of computer applications to prepare correspondence and fleet data reports. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Possess a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (TRANSCRIPTS REQUIRED) -OR- COMBINATION OF EXPERIENCE AND EDUCATION: Possess equivalent combinations of education and specialized experience (as described above) to meet the requirements at the GS-11. (TRANSCRIPTS REQUIRED) -AND- A Quality Ranking Factor* (QRF) has been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. *Quality Ranking Factors (QRF) are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor. The Quality Ranking Factor for this position is: Performed work in general support of fleet operations, programs or projects involving budget tracking, maintenance oversight and trip scheduling, vehicle scheduling, usage reporting, resource coordination, fleet data collection entry, basic analysis, contributing to operational metrics and compliance reports. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: Work is sedentary; however, it also involves walking, standing, bending and carrying items including books, supplies and parts. Travel is required for inspection of maintenance and repair work, accident investigation and visiting customer agencies. Work Environment: Work is performed in an office setting and frequently in a maintenance shop setting. There is frequent exposure to dirt, grease, noise and machinery.
