CG-14: Applicants must complete one year of specialized experience equivalent to the grade 13 level or above in Federal service. Specialized experience is defined as the following experience: 1) Interpreting and applying Federal Real Estate Leasing Policy and Leasing Procedures; 2) Performing lease oversight, including conducting lease audits, and managing a portfolio of leased commercial office and non-office properties; 3) Budget formulation and expense tracking; and 4) Research and analysis of leasing-related issues. Applicants must have met the qualification requirements within 30 calendar days of the closing date. Supports FDIC's formal lease acquisition process, including conducting market research, developing requests for proposals, reviewing and analyzing proposals, and developing board cases. Develops leasing program goals and long-range plans and objectives. Drafts national space management and leasing policy. Conducts studies to evaluate the effectiveness and efficiency of FDIC's leasing program(s). Coordinates with the Security and Emergency Preparedness Section (SEPS) in Headquarters and oversees the design, installation, operation and maintenance of state-of-the art security systems in coordination with building programs, guard services, local police and fire department officials. Supports a variety of other programs for regional facilities such as parking administration, vending services, lunchroom operations, recycling programs, general housekeeping and cleaning services, reservations for training and conference room facilities, central receiving function for all goods, signage programs, moving services, deliveries, maintenance and repairs to Corporate property and building improvements. Prepares comprehensive, detailed white papers articulating positions, actions and decisions.
