To qualify at the GS-09 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Performing administrative or business operations where duties included planning schedules, coordinating resources, or tracking program expenditures. Resolving customer, client, or tenant disputes, mediating disagreements, and explaining complex rules, policies, or contracts to diverse groups. Working directly with clients, customers, or residents to assess needs, coordinate services (such as lodging, facilities, or relocation), and ensure quality standards are met. Gathering information, tracking data in database systems, conducting market or cost surveys, and analyzing trends to make program recommendations. OR at least one of the following if using education to qualify at this grade level: (A) Master's or equivalent graduate degree; OR (B) 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Housing Management. OR (C) A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level. You will serve as a Housing Management Specialist and be responsible for the administration, operation and management of the Coast Guard Leased and Owned Housing programs, Unaccompanied Personnel Housing (UPH) barracks management for the Area of Responsibility (AOR). Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Manages the day-to-day operations of leased, owned, and unaccompanied housing programs. Coordinates property inspections to ensure safety and habitability standards are met, and oversees the assignment, termination, and maintenance of government quarters. Mediates and settles landlord/tenant disputes, occupant behavior issues, and facility maintenance disagreements. Implements occupant relations programs and administers fair housing practices to resolve complex personnel housing issues. Develops and implements housing assignment procedures, eligibility guidelines, and referral programs. Manages commercial leases and agreements with other government agencies, and tracks program expenditures to assist in budget formulation. Evaluates housing demands, occupancy rates, and facility deficiencies to recommend actionable solutions. Interprets local/state tenant laws and housing regulations to navigate unique situations and grant policy waivers when appropriate. Counsels incoming personnel on housing options and policies. Represents the agency at multi-organization meetings, conducts town halls, negotiates with local landlords, and drafts formal correspondence regarding assignments, terminations, and financial recoupments. Utilizes housing databases to input, track, and extract operational data. Conducts annual local housing market surveys, collects utility cost data, and analyzes occupancy trends to support military housing allowance models and leadership briefings.
