Maintenance and Operations Supervisor - Veterans Health Administration

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Physical Requirements/Working Conditions: The incumbent will be working with the various trades, making repairs and installations from ladders, scaffolding, and platforms, and where the parts of systems worked on are in hard-to reach places. This requires incumbent to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions. The incumbent frequently lifts, carries, and sets up parts and equipment that weigh up to 50 pounds. Occasionally, they lift or move with assistance moderately heavy objects weighing more than 75 pounds. When at a job site, strenuous physical exertion is sometimes required when handling heavy and bulky materials such as sheets of plywood, framing members, piping, conducts, and other building materials. Some trades mentioned above use manual or portable power tools for extended periods in uncomfortable positions. Duties include but are not limited to: Provides direct supervision, coaching, and performance management for trades supervisors overseeing a diverse workforce of skilled craft personnel. Sets priorities, managing workflow, developing staff capabilities, fostering a culture of safety and accountability, and guiding subordinate supervisors in establishing consistent maintenance practices across all disciplines. Conducts short and long-range forecasting for small and large-scale repair needs, identifies infrastructure vulnerabilities, develop cost estimates, and contribute to annual operating and capital budget projections. Evaluates equipment performance data, collaborate with stakeholders, and initiate process improvements to enhance efficiency, streamline workflows, and reduce operational risks. Maintains a constant state of operational readiness by ensuring maintenance staff, resources, and procedures are prepared to respond to both routine needs and unexpected emergencies. As an active member of the facility's Incident Management Team, provides expert guidance on utility systems and infrastructure resiliency, support continuity of operations planning, lead and/or assist in emergency responses that may affect the healthcare center's ability to provide safe and uninterrupted patient care. Develop and sustain a proactive preventive maintenance (PM) program by establishing a structured, data-driven approach to maintaining all critical and non-critical building systems. Accomplish direct supervision of multiple trades supervisors by providing daily guidance, mentorship, and technical leadership that empowers them to make informed, well-reasoned decisions that support safe, reliable facility operations. Maintains continuous readiness for surveys, audits, and inspections, the Supervisor shall conduct regular documentation reviews, validate accuracy and completeness, and ensure deficiencies are corrected promptly. Ensures accurate forecasts, evaluate utility system performance, analyze downt
